The Short Answer

What Fence Can I Build in Lake Oswego?

In Lake Oswego's residential zones a fence can be up to 6 feet tall, but only 4 feet within 10 feet of a property line that borders a street or an access easement serving more than two lots. A building permit is required for any fence or wall over 7 feet. Nothing taller than 30 inches can sit in a vision clearance triangle where driveways and streets meet. Gorilla Works lays the fence out against these lines before we quote.

The City Handout, Explained

Lake Oswego Fence Rules Most People Miss

  • The eight named roads. Along Bryant Road, Carman Drive, Country Club Road, Lakeview Boulevard, McVey Avenue, South Shore Boulevard, Stafford Road and Westlake Drive, a fence can reach 6 feet within 10 feet of the street, but only if it is screened with shrubs planted from 3-gallon pots no more than 3 feet apart, and the top foot is at least 25% open or the fence line is staggered. We can design that top and plan the planting strip with you.
  • Good-neighbor side out. The city requires the finished side to face out, with the posts and rails on your side. No barbed wire, electric wire, broken glass or spikes.
  • Fences on retaining walls. A fence on top of, or within 5 feet of, a retaining wall has to keep the combined height under 8 feet, and the fence must be a different material from the wall, such as wood or metal on a masonry wall. Height is measured from the downhill side.
  • Old Town. In the Old Town zone, new front-yard fences other than stone must be ornamental, not a visual barrier, and chain-link is not allowed in the front yard.
  • Streams and wetlands. On Sensitive Lands, a fence is allowed but not in a wetland, a flood hazard area or below the top of bank of a stream.
  • No setback, but no line-finding either. Fences can go right to the property line, and the city does not locate private lines, so it recommends a surveyor when the line is in doubt.

More on neighbors and lines: good-neighbor fence styles and fence property line rules.

Trees and HOAs

Big Trees, Mountain Park, and Getting Approval First

The tree code. Lake Oswego requires a permit to remove any tree 6 inches or more in diameter at breast height, measured 4.5 feet up. Under its tree-removal guide, development work can also call for metal protection fencing at least 4 feet tall around the root zone of nearby trees, including the neighbor's. Plenty of Lake Oswego yards have big trees near the line, so we lay out posts to work around roots and stay well clear of a protected tree, and if a tree truly has to go, that permit comes first.

Mountain Park. The Mountain Park HOA's recorded covenants say no fence can be built until the plans, including height, materials, color and location, are approved in writing by the board or Architectural Committee. If they do not answer within 30 days, approval is not required. Our written quote lists exactly those details, so it doubles as your application. Other Lake Oswego HOAs have their own design rules; bring them to the estimate.

What We Build

Fence Options That Fit Lake Oswego Rules

Grade 1 cedar

Grade 1 cedar boards on pressure-treated posts with stainless fasteners and a kickboard, plus a 3-year written workmanship warranty. Finished side out, as the city requires.

Clear cedar on steel posts

Clear cedar with PostMaster steel posts wrapped in cedar and a 5-year written workmanship warranty. Steel is the easy answer for a post that has to land near roots or on a slope.

Open-top and staggered designs

Lattice or spaced tops that meet the 25% open rule on the eight named roads, built in cedar so they match the rest of the fence.

Vinyl, chain-link and Colorbond

Vinyl for no staining, chain-link for back lines (not Old Town front yards), and Colorbond steel panels with a 10-year materials warranty.

Compare materials: wood, vinyl, chain-link, steel. Every planning article: the Portland fencing guide.

Slopes and Soil

Hillside Lots and a Hard Layer Underground

USDA soil data for central Lake Oswego shows Cascade silt loam on 8 to 15% slopes as the most common soil. Cascade soils have a fragipan, a dense, cemented layer, with water perched on top of it in winter about two feet down, and the area also has rock outcrops on its steeper ground. A post hole can hit that hard layer, then fill with water. We dig to sound depth, drain the bottom with gravel and crown the concrete, and on steep runs we step or rack the panels so the fence follows the hill. Yards under heavy canopy, like those backing onto Tryon Creek State Natural Area, stay shaded and damp longer, one more reason for stainless fasteners and a kickboard.

The process is the same everywhere: estimate and layout, written quote, any tree or HOA approvals, tear-out and haul-away of the old fence, the build, and a walkthrough. Every install crew is led by an installer with 5+ years of experience. For price drivers and real numbers, see the fence cost guide.

Gorilla Works did an amazing job with my new privacy fence. It turned out even better than I hoped for. Because the fence is so beautiful, I’m going to need to quit neglecting my yard and bring it up the beauty and quality of the fence. Highly recommend them. Pricing was really good, and they were very even able to start and get done in a shorter timeframe than anticipated.

A building permit is required for fences or walls over 7 feet. Removing a tree 6 inches or more in diameter needs a tree permit, and homes in Mountain Park need written HOA approval before a fence goes up.
Which side of the fence faces my neighbor?+
Lake Oswego requires the finished side to face out, with posts and rails on the owner's side.

Not in the front yard. Old Town front-yard fences other than stone must be ornamental, and chain-link is banned there. Back-yard chain-link is fine.
